在当今这样一个文化立国的时代,文化时时刻刻都在熏陶、影响每个人的思想、情感和价值判断,它在人们的行为选择中起着决定性作用。行政文化中的帕金森现象是政府机构臃肿的根源。构建“反帕金森现象”行政文化、治理型行政文化、法治型行政文化、服务型行政文化以及企业型行政文化等新型行政文化模式,已是破解帕金森现象之症结,以促进政府机构改革必须关注的课题。
In an age where culture is established in our country, culture is influenced all the time and affects everyone’s thoughts, emotions and value judgments. To build a new administrative and cultural model such as “anti-Parkinson’s phenomenon”, administrative culture, administrative-type administration culture, legal-style administrative culture, service-oriented administrative culture and enterprise-type administrative culture has become the crux of the solution to the phenomenon of Parkinson’s, Reform must pay attention to the issue.
