一、中央人民政府出版总署是中央人民政府负责指导和管理全国出版事业的总机关。过去出版总署集中力量于直接进行出版、发行和印刷工作,以致没有着重实行对于全国公私营出版事业的领导,这个缺点今后应当改正。在一方面,出版总署应当按时提出全国出版事为的总方针,以利于各公私营书刊出版、发行、印刷机构在统一的方针下分工合作;在另一方面,全国公私营的书刊出版机构应当按时向出版总署提出其工作计划和工作报告,以便得到及时的调整和改善。二、书籍杂志的出版、发行、印刷是三种性质不同的工作,原则上应当逐步实现科学的分工。为了便于提高出版物的质量,专营出版工作的出版社,首先是公营出版社,应当按出版物的性质逐步实行大致的分工。出版总署也应当尽可能协助私营的大出版社确定专业的出版方向,并协助小出版社在自愿原则下合作经营,以克服出版工作中的肓目竞争和重复浪费和质量低劣现象。
