1924年江浙战争爆发,造成了上海社会秩序的严重失序和商业上的巨大损失。战前,以马路商界联合会为代表的上海中、下层商人通过函电、集会等方式反对战争,力图避免战争爆发。战争期间,商联会采取武装自卫、救济难民、调节民食等多种手段,努力维护战争背景下的城市秩序。战后,商联会积极从事善后救济,并介入各方势力之间,扮演重要的交涉调解角色,以防战事再起。商联会在战争前后的言行,充分反映了商人团体的社会责任意识、慈善公益理念与合作精神。商联会在维护城市社会秩序中所扮演的重要角色,不仅有力地提升了它作为民间组织的社会合法性与权威性,也在一定程度上诠释了商联会何以成为20世纪20年代上海政治舞台上非常活跃的商人组织。
The outbreak of the war between Jiangsu and Zhejiang in 1924 caused a serious disorder and a huge commercial loss to Shanghai’s social order. Before the war, the lower and middle-level businessmen in Shanghai, represented by the Road and Bridge Business Federation, opposed the war by means of letters of telegraph and assembly, trying hard to avoid the outbreak of the war. During the war, the Federation of Trade Unions adopted various means such as armed self-defense, relief of refugees, and adjustment of people’s food, and worked hard to maintain the urban order under the background of war. After the war, the Federation of Trade Unions will actively engage in remedial actions and intervene among all forces to play an important negotiating mediation role so as to prevent the resumption of hostilities. The words and deeds of the Federation of Trade Unions before and after the war fully reflected the social responsibility awareness of merchant groups, the philanthropic commonweal philosophy and the spirit of cooperation. The important role played by the Federation in maintaining social order in the city not only greatly enhanced its social legitimacy and authority as a non-governmental organization, but also explained to some extent how the Federation became a political Very active businessman organization on stage.
