根据河网型城市水系、地貌、气象、社会经济等特点,提出以确保排涝安全为基础,以引水改善水环境为目的的城区水系工程治理模式。城市圩区建设选用整体封闭策略,可以减少防堤的占地面积,发挥泵站规模效益,增强水体流动性,避免洪水过境城区。引水调水是迅速改善城区水环境状况的有效措施,合理调度整体封闭区闸站排涝的引水排水,可以做到对城区主要河道的精确冲洗,提高水资源利用效率。并以常熟市为例,介绍了该市以整体封闭区排涝与河道引水工程相结合的水系规划。
According to the characteristics of river network urban river system, geomorphology, meteorology and socio-economy, this paper puts forward the urban water system engineering management mode based on ensuring drainage safety and water diversion to improve water environment. The selection of the overall closure strategy for the construction of urban polder areas can reduce the area of the breakwater, make full use of the pumping station scale benefits, enhance the liquidity of the water body and avoid the flood transit urban area. Diversion and transfer of water is an effective measure to rapidly improve the water environment in urban areas. It is possible to rationally schedule the diversion and drainage of drainage dams in the sluice stations in the entire enclosed area so that the main river courses in the urban area can be precisely flushed and water use efficiency can be enhanced. Taking Changshu City as an example, this paper introduces the water system plan which integrates water drainage and river diversion project in the whole enclosed area.
