赌博活动败坏社会风气,腐蚀人们的思想,有时还导致斗殴、凶杀、盗窃、抢劫等各种犯罪的发生,因而具有极大的危害性,堪称为社会肌体上的“毒瘤”。在历史上,统治集团为求得社会安定,对赌博活动的“法律制裁”是极其严厉的。战国时的律条《法经》规定,凡“赌博戏财”者,要“罚金”,处以笞刑(用鞭、杖或竹板打屁股)。秦代的法律条文,亦见相同的记载。汉初,高祖刘邦将禁赌的重点放在上层,凡官吏“博戏”财物者,
