《九年义务教育语文课程标准(实验稿)》(以下简称《语文课程标准》)是国家教育部为了提高基础教育质量,开展新一轮基础教育课程改革,构建具有中国特色的现代化的基础教育课程体系所制定的新的课程标准,其首先凸现的是语文素养的培养问题。它在前言部分明确指出:“九年义务教育阶段的语文课程,必须面向全体学生,使学生获得基本的语文素养。”“全面提高学生的语文素养”极具时代性的理念包括两个要点:一是要面向全体学生(即每一个学生)提高语文素养;二是要全面提高学生的语文素养。
