谷城县从1990年起,实行每年年初由乡镇人民政府编制农民负担(村提留、乡统筹及劳务)定项限额预算方案,经乡镇人民代表大会审议,报县减轻农民负担办公室审核,由县人民政府批准实施的制度,收到了较好的效果。一是切实减轻了农民负担。实行农民负担预算报批制度后,由于有层层领导把关,保证村提留、乡统筹控制在上年人均纯收入的5%以内,劳力负担控制在40个劳动日以内。二是办法具体,主管单位明确,工作易于落实。县委、县政府明文规定,由乡镇经济财务管理站协助政府提出本年度农民负担定项限额预算方案;各村负责落实到户,并签入承包合同;各组负责劳务负担的安
