《湖北省建筑市场管理条例》于1997年8月通过,2010年7月30日,省十一届人大常委会第17次会议对该条例进行修订,自2010年10月1日起施行。这是一部关系人民群众切身利益、涉及国计民生的重要立法。为了做好该条例的宣传和贯彻落实工作,笔者采访了省人大常委会副秘书长、省人大法制委员会主任委员、法规工作室主任张绍明,请他对该条例进行了解读。
The Regulations on the Administration of Construction Market in Hubei Province were passed in August 1997 and July 17, 2010, at the 17th meeting of the Standing Committee of the Eleventh National People’s Congress to amend the Regulations and go into effect as of October 1, 2010. This is an important piece of legislation that concerns the vital interests of the people and the people’s livelihood. In order to do a good job in publicizing and implementing the work, the author interviewed Zhang Shaoming, deputy secretary-general of the Provincial People’s Congress Standing Committee, director of the Provincial People’s Congress Legislative Affairs Commission and director of the legal studio, and asked him to interpret the ordinance.
