当前,全面转换企业经营机制是进一步深化改革、加速社会主义市场经济体制建设的重点所在。企业经营机制的转换,一方面固然需要积极推进各项改革、抓紧出台和落实一系列配套改革措施;另一方面,同样重要的是,必须特别强调大力提高企业自身的生产经营管理水平。因为这是彻底改变企业落后面貌,全面优化企业整体素质,从而促进企业经营机制顺利转换的基础性条件。在改革步入攻坚阶段的今天,明确认识和高度重视这一问题,具有特别重要的意义。
At present, the comprehensive conversion of business operation mechanisms is the key to further deepening reforms and accelerating the construction of a socialist market economic system. On the one hand, the transformation of the company’s operating mechanism needs to actively promote various reforms, pay close attention to the introduction and implementation of a series of supporting reform measures; on the other hand, it is equally important that special emphasis must be placed on vigorously improving the company’s own production, operation and management. This is the fundamental condition for completely changing the backwardness of the enterprise and optimizing the overall quality of the enterprise so as to promote the smooth transition of the operating mechanism of the enterprise.
