推进供给侧结构性改革是我国经济发展处在新常态背景下中央做出的重大举措,是解决经济发展深层次结构性矛盾的必然要求。从上海的经济社会发展特征来看,既具有全国的普遍性特征,也有自身的独特性。在推进“三去一降一补”的过程中,上海与全国其他地方相比,在去产能、去库存、去杠杆方面的问题并不突出,虽然这些问题在某些范围也存在,如产能过剩是局部性的,房地产过剩仅限于商办楼宇方面,金融风险以外部输入为主,上海最突出的问题是降成本与补短板。解决创新发展中的瓶颈问题,扩大有效供给,提高供给质量和效率。通过增量带动,不断提升产业能级,适应上海居民需求升级的需要。 Advancing the structural reform on the supply side is a major move taken by the Central Government under the new normal of our country’s economic development and is an inevitable requirement for resolving deep-seated structural contradictions in economic development. From the perspective of Shanghai’s economic and social development, it has both the universal characteristics of the country as well as its unique characteristics. In advancing the process of “going to the bottom, reducing to the next”, Shanghai does not have prominent problems in terms of capacity-building, inventory-removing and deleveraging compared with other parts of the country. Although these problems still exist in some areas, If overcapacity is localized, the excess of real estate is limited to the construction of commercial buildings and the external input of financial risks is the main factor. The most prominent issue in Shanghai is to reduce costs and make up for shortcomings. Solve the bottleneck problem in innovation and development, expand effective supply and improve supply quality and efficiency. Driven by incremental growth, the Company continuously improves its industrial energy level to meet the needs of residents in Shanghai.
