我国经济持续快速的增长和全球经济一体化的大趋势情况下,我国的许多企业却还是保留着以往传统的人事管理体系,相对于人事管理而言人力资源管理就具有很大的优势,人力资源管理更多的将“人”视为一种可利用开发的资源,而人事管理则认为“人”只是被管理的静态的资源。为了与国际水平管理水平接轨,区别人力资源管理与人事管理的差异已日显重要。本文笔者将要从管理理念、管理功能、管理本质、管理特征、管理职能、管理视角、管理方式等方面去探讨两者的区别,以便对它们做出较为明确的界定。
With the sustained and rapid economic growth and the general trend of global economic integration, many Chinese enterprises still retain the traditional personnel management system in the past. Compared with the personnel management, human resources management has great advantages. The human resources Management more regards “people” as a resource for exploiting development, while personnel management considers “people” as static resources being managed. In order to be in line with the international standards of management, the difference between human resources management and personnel management has become increasingly important. In this paper, I will explore the differences between the management concepts, management functions, management essence, management characteristics, management functions, management perspective, management methods and so on, in order to make a more clear definition of them.
