当今世界正在发生着革命性的变化,科学技术突飞猛进,知识经济初露端倪,国际竞争日趋激烈。综合国力的强弱越来越取决于劳动者的素质,取决于各类人才的数量和质量,取决于人才资源的合理布局和优化配置。知识经济实质是人才经济,综合国力的竞争归根到底是人才的竞争。人才是立国之本,人才是经济和社会发展的第一动力,这已是不争的事实。江泽民同志曾深刻地指出,人才是决定我们事业成败的一个关键因素,各级领导干部要有识才的慧跟,用才的气魄,爱才的感情,聚才的方法。因此,作为综合管理人才队伍建设的人事部门,更要重视人才在经济社会发展中的决定性作用,把握人才资源开发在人才竞争中的关键性作用,发挥人才市场在人才资源配置中的基础性作用。这是适合我国国情、面对挑战、把握未来的战略选择。
