当前我国政府及学者普遍认为我国城镇人均用地远高于发达国家平均水平和发展中国家平均水平,并以城镇用地增长率与城镇人口增长率比值大于1.12来判定我国城镇用地扩展过快。本文的研究表明,城镇用地增长率快于城镇人口增长率是非常正常的现象,1.12的增长率比值并不是一个合理的判断标准。基于2000年全球数据的直接比较发现,我国城镇人均用地处于较低水平。基于2000年全球157个国家的横截面数据分析表明,相对于国际平均水平,我国城镇用地规模不是偏大而是偏小,城镇人均用地水平不是偏高而是偏低。因此,我国政府应提高规划人均城镇建设用地标准值,并适度放开建设用地指标。
At present, our government and scholars generally think that the per capita land use of urban areas in China is much higher than the average level in developed countries and the average in developing countries. The ratio of the growth rate of urban land use to that of urban population is greater than 1.12 to determine the excessive expansion of urban land use in China. The research in this paper shows that the growth rate of urban land is faster than that of urban population. It is quite normal that the ratio of growth rate of 1.12 is not a reasonable criterion. Based on the direct comparison of global data in 2000, it is found that the per capita land use of urban areas in China is at a low level. Based on the cross-sectional data of 157 countries in 2000, it shows that compared with the international average level, the size of urban land used in our country is not large but small, and the per capita land use in urban areas is not high but low. Therefore, our government should raise the standard value of land for urban construction per capita and moderately release the index of construction land.
