随着深化企业改革和现代企业制度的建立,国有企业党建工作遇到了一些新情况、新问题,突出表现在三个方面:一、企业党组织参与企业重大问题决策不到位。一是难以参与。由于对企业重大问题的内容、范围、参与的程度没有明确的规定,企业党组织参与重大问题决策缺乏具体的操作办法,使企业党组织无所适从。二是无法参与。企业行政组织的一把手,拥有最后决定权,在生产经营和行政管理方面决策时不征求党组织的意见直接拍板。三是参与水平不高。有些企业党组织领导成员本身政治业务素质差、年龄偏大、文化水平较低、不懂经营管理,因而在参与决策时,提不出中肯的意见,久而久之,党组织参与企业重大决策就基本流于形式。二、企业党组织保证乏力、监督作用发挥不充
