1987年5月12日国务院发布的《中华人民共和国水路运输管理条例》,已于1997年12月3日起经国务院批准有所修改。主要是对第26条中有关处罚有新规定。如:未经批准,擅自设立水路运输企业、水路运输服务企业,或者水路运输企业以外的单位和个人擅自从事营业性运输的,没收违法所得,并处违法所得1倍以上3倍以下的罚款;没有违法所得的,处3万元以上25万元以下的罚款;水路运输企业、水路运输服务
