按照精简、统一、效能的原则和决策、执行、监督相协调的要求,从1998年开始的我国改革开放以来力度最大的一次政府机构改革,已取得重要进展,适应发展社会主义市场经济要求的行政管理体制正在形成。与新中国建立后的历次机构改革相比较,这次机构改革不仅仅完成了精简机构和人员的任务,而且迈出了适应市场经济体制需要政府职能转变的第一步。 党的十六大报告已将经济调节、市场监管、社会管理和公共服务明确为政府职能建设的方向和重点。在进一步推进机构改革的同时,还要进行以行为规范、运转协调、公开透明、廉洁高效为目标的行政管理体制改革,为全面建设小康社会奠定组织基础。十届全国人大一次会议将审议国务院提交的《国务院机构改革方案》,目标就是在巩固已经取得成果的基础上,按照十六大的精神,坚持精简、统一、效能的原则,进一步推进机构改革,转变政府职能,集中解决行政管理体制存在的突出问题。
