国家科委、中央组织部等五个部委局1986年5月曾联合发出《关于建立全国科技人员信息管理系统的通知》。通知要求:各地区、各部门要重视这项工作,投入必要资金、人力、物力、加快建库步伐,尽快投入使用。国家地震局科技人事管理部门经过一年多的努力,已于近期建成含科技人员在内的人事信息管理系统并已投入使用。 按照国家科委总体设计要求,整个系统分为三个层次:1.全国高级科技人员及各类专业突出人才数据库;2.各省市和中央国务院各部委直接掌握所辖范围内科技人员数据库;3.地方各
In May 1986, the five ministries and commissions including the State Science and Technology Commission and the Central Organization Department jointly issued the Circular on Establishing a National Science and Technology Information Management System. The circular requires: All localities and departments should attach importance to this work, invest necessary funds, manpower and material resources to speed up the pace of building a database and put it into use as soon as possible. After more than a year of efforts, the S & T personnel administration department of the State Seismological Bureau has recently completed the establishment of a personnel information management system with scientific and technical personnel and has put it into use. In accordance with the overall design requirements of the State Science and Technology Commission, the entire system is divided into three levels: 1. The national high-level scientific and technological personnel and various professional database of outstanding talents; 2. All provincial and municipal departments and the central ministries and commissions directly under the jurisdiction of scientific and technological personnel within the jurisdiction of the database; Everywhere
