平衡计分卡克服了单纯用财务手段进行绩效管理的局限,是目前世界上最流行的管理工具之一。基于平衡计分卡的绩效考核方法,从财务、客户、内部流程、学习与成长四个维度建立绩效考核体系,通过专家咨询法确定二级指标,建立某三级公立医院临床科室绩效考核评价体系,并运用TOPSIS法对科室考核指标数据进行综合排序,最终得出目标医院绩效评价结果排序。
Balanced scorecards overcome the limitations of financial performance solely for performance management and are currently one of the most popular management tools in the world. Based on the balanced scorecard performance appraisal method, this paper establishes a performance appraisal system from the four dimensions of finance, customer, internal process, learning and growth, determines secondary indicators through expert consultation, and establishes performance appraisal system of clinical departments in a tertiary public hospital , And use the TOPSIS method to conduct a comprehensive ranking of the examination index data of the department, and finally obtain the ranking of the performance evaluation results of the target hospitals.
