The Fourth Plenary Session of the 16th Central Committee of the Party takes the enhancement of the ability to build an advanced socialist culture as an important task for strengthening the building of the party’s ability to govern. This is our party’s new understanding of the three major laws, especially the governing law. It not only highlights the status and role of culture in the overall social development, but also reveals the historical responsibility of the ruling party in cultural administration in governing the country. We must fully understand the importance and urgency of building an advanced socialist culture and doing a good job of propaganda and ideological work from the height of our times and strategies and constantly improve our governing capabilities and leadership.
