保障政府运行和部门履行职责的基础是建立科学合理的职责分工体系,严格界定职责。党的十八大报告提出“健全部门职责体系”的要求,更凸显了职责管理工作的重要性、紧迫性。但长期以来,职责管理没有得到应有的重视,机构编制部门在工作实践中还存在不少困难和问题,职责管理与监督检查有待加强。本文拟就加强和改进职责管理做几点思考。
The basis for guaranteeing the government’s operation and departmental fulfillment of duties is to establish a scientific and rational system of responsibility division of labor and strictly define responsibilities. The report of the 18th CPC National Congress put forward the requirement of “sound departmental responsibility system”, highlighting the importance and urgency of responsibility management. However, for a long time, responsibility management has not been given due attention. There are still many difficulties and problems in the organizational work of the organizational department, and the management and supervision of responsibilities need to be strengthened. This article intends to strengthen and improve the management of duties to do some thinking.
