为了进一步完善民政部门执法工作,为民政法治工作出谋划策,作者申报了学院暑期实践调研课题“建立民政执法的长效机制、加强民政执法保障—以社会救助为视角”。作者调研了广东、广西、内蒙古、云南、北京5个省(自治区、直辖市)民政厅(局)政策法规处和社会救助处,还在四个省各选两个市,走访了两个市的社区服务中心,针对社区服务中心的工作人员和受助对象直接发放调查问卷,调研一线民政执法和社会救助执法情况。通过调研,形成了5个省的调研分报告,5个省针对救助执法工作人员和受助对象10份调查问卷分析报告,最后形成我们的调研总报告。
In order to further improve the law enforcement work in civil affairs departments and make suggestions for the rule of law in civil affairs, the author has declared a long-term mechanism to strengthen the enforcement of civil affairs law - from the perspective of social assistance. The author investigated the policies and regulations department and social assistance department of Civil Affairs Department (Bureau) of Guangdong, Guangxi, Inner Mongolia, Yunnan and Beijing and five provinces (autonomous regions and municipalities) in Beijing, as well as two cities selected from four provinces and visited the two cities Community service centers, for community service center staff and recipients directly issued questionnaires to investigate first-line civil enforcement and social assistance law enforcement situation. Through the research, we have formed the research reports of five provinces, five of them have analyzed the 10 questionnaires for rescue workers and recipients, and finally formed our research report.
