2013年7月24日国务院总理李克强主持召开国务院常务会议,其中研究确定了促进贸易便利化推动进出口稳定发展的措施。会议指出,当前我国经贸环境复杂严峻,进出口增速均明显放缓。要通过制度创新,提高贸易便利化水平,增强企业竞争力。一是制定便利通关办法,抓紧出台“一次申报、一次查验、一次放行”改革方案,分步在全国口岸实行。二是整顿进出口环节经营性收费,减少行政事业性收费。暂免出口商品法定检验费用。减少法检商品种类,原则上工业制成品不再实行出口法检。抓紧研究法定检验体制改革方案。
