我国新一轮集体林权制度改革已取得丰硕成果,但在改革过程中依然面临林权流转不规范、林业服务体系不健全、林业金融支持力度不够和林业采伐限额管理制度不完善等障碍。总体看,应在经济先发地区推广林地“均股均利”政策,在经济后发地区继续推行分林到户政策及构建林业发展和森林碳汇联合组织。在此基础上,进一步规范集体林权流转,完善林业服务体系,强化林业金融支持体系建设,规范林木采伐限额管理。
The reform of our country’s new collective forest rights system has achieved fruitful results. However, during the process of reform, we still face obstacles such as the non-standard circulation of forest tenure rights, inadequate forestry service system, inadequate support for forestry finance and inadequate forestry quota management system. In general, we should promote the policy of “equalizing average profits for stocks” in the economic priority areas and continue implementing the policy of dividing forests to households in economically developed areas and establishing a joint organization of forestry development and forest carbon sinks. On this basis, to further regulate the circulation of collective forest rights, improve the service system of forestry, strengthen the construction of forestry financial support system, standardize the management of forest cutting quota.
