主要是发挥政府引导和推动作用,保障基金市场化运作;探索文化企业投资基金推出机制;加强对文化产业的政策性支持;完善文化产业技术投资基金法律制度。文化产业作为我国未来经济发展的支柱性产业地位不容忽视,然而,与美国、日本等发达国家相比,我国文化产业投资不足,文化企业规模偏小,明显缺乏竞争力,文化产业快速发展迫切需要金融业的大力支持。
