宁波历代名人所留下的故居是宁波历史文化名城的重要组成部分。由于经济、历史等原因,宁波现存的名人故居现状堪忧。深究其因,主要由于体制机制运行不畅,名人故居缺乏认定标准,各种利益群体的多方角逐。有鉴于此,从公共管理视角看,宁波名人故居保护和利用的政策取向应为:理顺管理体制,完善法规体系,建立责任追究制度,构建公共治理模式,发挥公民组织作用,多方筹集保护资金。
The former residence of famous people in Ningbo is an important part of Ningbo’s historical and cultural city. Due to economic and historical reasons, the existing status quo of the existing celebrities in Ningbo is worrisome. Study its causes, mainly due to poor functioning of the institutional mechanisms, the lack of recognition of the celebrity former residence standards, multi-stakeholder contests. In view of this, from the perspective of public administration, the policy orientation for the protection and utilization of former residences of celebrities in Ningbo should be: to rationalize the management system, improve the legal system, establish a system of accountability, build a public governance model, play the role of a civic organization and raise funds for protection .
