在西北农业大学的诸多学科中,农业水土工程作为一门新兴的学科闪耀着眩目的光彩.而这个学科的创立与发展是和熊运章教授紧紧联系在一起的.熊教授是一位老革命型的学者.他1938年加入中国共产党,1946年毕业于西北农学院,随即走上大学讲坛.后来,他相继在国内和苏联攻读研究生课程.在长达半个世纪的水利教育生涯中,熊教授先后担任过水利系主任、西农大代理教务长、副校长等行政职务,并兼任国家科委水利工程学科组成员、省水利学会、农业工程学会、原子能农学会理事长、副理事长等职.他现任国务院学位委员会学科评议组成员、中国灌区协会顾
