In February 2009, the Fujian Provincial Government approved the promulgation of “Planning and Design of Coastal Ports in Fujian Province (2008-2020)”, highlighting the plan to lead the construction and development of ports in the province and scientifically develop the port economy. The development of the port economy has become a strategic measure for fostering new economic growth points and enhancing regional strength in the coastal areas. At present, the structure and function of ports in Fujian Province are not yet rational enough. The layout of ports is scattered. There are too many small and medium berths. The number of berths in modernized and specialized deep-water berths is too small, and the degree of port intensification is not high.
