干部人事档案是组织上知人用人的依据之一,其内容是否全面和准确,直接影响对个人的评价和使用是否客观合理。而干部人事档案材料收集工作的好坏又直接关系到干部人事档案内容的是否完整。只有将反映个人经历和德、能、勤、绩、廉等情况的全部材料集中起来,整理成卷,才便于组织上历史地、全面地了解人,进而正确地使用人。干部人事档案作为一种形式而存在,干部人事档案材料是构成这一形式的具体内容。倘若干部人事档案材料不全面、不具体,那么,它的内容就是空泛的,就不能真实反映个人的本来面目。
Personnel files of cadres is one of the bases on which the organization can apply for knowledge, and whether its contents are comprehensive and accurate will directly affect whether the evaluation and use of individuals are objective and reasonable. However, the collection of cadres’ personnel files is directly related to the integrity of cadre personnel files. Only by integrating all the materials that reflect personal experiences, morality, energy, diligence, performance and integrity into a single volume will it be possible for the organization to know people historically and comprehensively and then use people properly. Cadres and personnel files exist as a form of cadre personnel files and materials constitute the specific content of this form. If the files of some personnel files are not comprehensive and specific, then their contents are vague and can not truly reflect the true colors of individuals.
