在2006年下半年以来开始的县(市)党委换届中,各地认真贯彻落实中央的精神,已初步建立了新的党委领导体制和运行机制。从初步运行的情况看,我们认为实行常委分工负责制后,不仅增强了领导的责任意识,而且扩大了党内民主,优化了工作关系,提高了决策水平和工作效能。但也面临一些新情况、新问题,主要表现在以下四个方面。
In the county (city) party meeting that began after the second half of 2006, all localities conscientiously implemented the spirit of the Central Committee and initially established a new leadership system and operating mechanism for the party committees. From the initial operation, we think that after implementing the responsibility system of the Standing Committee of the People’s Republic of China, we not only enhanced the leadership’s sense of responsibility, but also expanded intra-party democracy, optimized the working relations, and improved the decision-making level and work efficiency. But it also faces some new situations and new problems, which are mainly manifested in the following four aspects.
