盛夏七月,川西平原是一片绿色的世界,也是一个炎热的季节。中共中央委员、四川省委书记谢世杰,带领省委、省府有关部门负责人,邀请西南财大和省社科院的教授、专家,一道冒着炎热下厂去搞调查研究。他对大家说:国有大中型企业是国民经济的骨干和脊梁,是财政税收的主要来源。现在大家都说“老乡”(乡镇企业)和“老外”(“三资”企业)比较潇洒,那么我们怎样让国有大中型企业这个“老大”也潇洒起来呢?我们此行的目的就是要研究这个问题。
