原材料工业是国民经济发展的重要基础,矿山作为向材料工业提供原料的工业门类,是基础的基础。我国是一个资源相对贫乏的国家,从基本国情出发,研究和确定与我国现代化建设相适应的矿产资源开发战略,具有重要的现实意义和长远意义。矿山管理体制的改革是矿产资源开发战略的一个重要内容。本文旨在通过对黑色金属矿山管理体制的研析,对我国矿山管理体制的改革方向提出一些政策性建议,供有关方面在确订矿产资源开发战略时参考。
The raw material industry is an important foundation for the development of the national economy. As the foundation of the industry, mines are the industrial sectors that provide raw materials to the material industry. As a relatively poor resource country, starting from the basic national conditions, it is of great realistic and long-term significance to study and determine the development strategy of mineral resources compatible with the modernization of our country. Reform of mine management system is an important part of mineral resources development strategy. The purpose of this paper is to analyze the management system of ferrous metal mines and put forward some policy recommendations to the direction of the reform of the mines management system in our country for the reference of the relevant parties when deciding the strategy of mineral resources development.
