19世纪末至20世纪上半叶,美国分别对菲律宾和波多黎各实施了“美国化”的政策,并规定分别以英语为唯一教学媒介语和主要教学媒介语,从而在教育方面实施“美国化”。二战之后,菲律宾成为独立主权国家,波多黎各成为美国的一个自治邦,其教学媒介语政策也随历史发展而变化。如今,英语依旧是菲律宾的教学媒介语,而且菲律宾已经成为世界上英语使用最多的国家之一;但是波多黎各仍旧有绝大部分人口不会说一口流利的英语。本文将从两地一个多世纪以来的教学媒介语之争,来比较英语教育在两地的发展,并对其原因进行总结和探讨。
From the late nineteenth century to the first half of the twentieth century, the United States implemented the policy of “Americanization” in the Philippines and Puerto Rico, respectively, and stipulated that the use of English as the sole medium of instruction and the main medium of instruction should be implemented in education so that “the United States Change ”. After World War II, the Philippines became an independent sovereign state and Puerto Rico became a U.S. autonomous state. Its policy of teaching medium language also changed with the development of history. Today, English is still the teaching medium of the Philippines, and the Philippines has become one of the most spoken countries in the world; however, Puerto Rico still has the vast majority of its population who can not speak fluent English. This article will compare the teaching media language dispute between the two places for more than a century to compare the development of English education in both places and to summarize and discuss its causes.
