目前,决策落实的难度还比较大,“布置多,落实少”的现象尚未根本转变。很多事情,会开了,文件发了,就是没人去落实,这是阻碍扩大改革开放,进一步发展经济的一个重要制约因素。概括起来,目前影响决策落实的问题可归纳为五个方面:一是决策本身欠完善,脱离了客观实际所致。党委和政府的决策,还没有完全实现科学化、民主化,有的决策深入调查不够,执行中一旦发现有误,又立即纠正,翻来复去,弄得下面措手不及,丧失权威。 At present, the difficulty in implementing the decision is still relatively large. If mistakes are made in their implementation, they are immediately corrected and they are overridden and complicated. As a result, they are unprepared and lose their authority.
