农业保险迎来双重利好。中央一号文件明确指出要完善农业保险补贴政策,第一部专门针对农业保险的专门法律《农业保险条例》将在3月1日正式实施。一号文件指出,“要健全政策性农业保险制度,完善农业保险保费补贴政策,加大对中西部地区、生产大县农业保险保费补贴力度,适当提高部分险种的保费补贴比例。”还要求,“开展农作物制种、渔业、农机、农房保险和重点国有林区森林保险保费补贴试点。推进建立财政支持的农业保险大灾风险分散机制。”
