1990年,我国经济进入治理整顿的关键时期。在这一年,已经实行承包经营责任制的企业大约有60％至70％承包到期。 承包制的实行,给我国企业注入了新的活力并带来可观的经济效益,它被称为“目前能选择的最佳办法”。但是,由于现行承包制还存在着许多没有解决的问题,又有人把它称为一种“没有办法的办法”。 治理整顿冲击着承包制原有的漏洞,同时带来许多新的问题。堵住漏洞、完善承包制已经刻不容缓。从这个意义上说,治理整顿是一个新的契机。 先行一步的广西南宁市新一轮企业承包成功地把握了这个契机。他们的实践证明:完善后的承包经营责任制仍然是企业目前能够选择的最佳办法,而不再是没有办法的办法。
In 1990, China’s economy entered a crucial period of governance and rectification. In this year, about 60% to 70% of the companies that have already implemented the contract responsibility system are due. The implementation of the contracting system has injected new vitality into China’s enterprises and brought about considerable economic benefits. It is called “the best way to choose at present.” However, because there are still many unresolved problems in the current contracting system, some people call it a “no solution.” Governance and rectification have impacted on the original loopholes in the contracting system and brought many new problems. Blocking loopholes and improving the contracting system have become urgently needed. In this sense, governance is a new opportunity. The first round of contracting by a new round of enterprises in Nanning, Guangxi, successfully seized this opportunity. Their practice has proved that the improved contract responsibility system is still the best way for companies to choose at present, and it is no longer a solution.
