近年来，社会经济得到快速发展，但一些居民群众法制观念和消防安全意识淡薄，消防知识比较缺乏，致使全社会抗御火灾的整体能力仍然较低，特别是由于用火用电用气不慎引发的火灾事故时有发生，给人民群众的生命财产带来巨大损失，给社会稳定和经济发展带来了许多负面影响。２０００年 １１月，公安部消防局在大连召开全国消防宣传工作会议，会上明确提出各地要开放红门，把消防站建成消防宣传教育基地，以加强对居民群众的消防宣传。２００１年５月，继开放了３个消防站之后，上海又开出了首家对居民开放的社区消防教育基地。
In recent years, the socio-economic development has been rapid. However, some residents have a weak awareness of the legal system and fire safety and a lack of knowledge on fire prevention. As a result, the overall ability of the whole society to resist fires is still low. In particular, The fire accidents have occurred from time to time, causing huge losses to people’s lives and property, and have brought many negative impacts on social stability and economic development. In November 2000, the Fire Department of the Ministry of Public Security held a national conference on fire prevention publicity in Dalian. At the meeting, it was clearly stated that red doors should be open throughout the country and a fire station should be built as a fire prevention publicity and education base in order to strengthen publicity on fire prevention to the residents. In May 2001, following the opening of three fire stations, Shanghai opened the first community fire prevention education base open to residents.
