On June 5, the U.S. Congress finally passed an agreement to balance the budget in 2002 and cut taxes by 85 billion U.S. dollars in the next five years. The budget agreement was reached after months of secret negotiations with the Clinton administration with 327 votes to 97 votes in the House of Representatives and 76 votes to 22 votes in the Senate. The final text reconciles the small difference between the two texts, the House and the Senate. If this agreement progresses like Republicans and
