依法治国的核心与关键是依宪法治国,公众普遍的宪法信仰是实现依法治国的前提和基础,宪法信仰程度决定着宪法实施程度进而影响着整个依法治国的进程。宪法信仰既是指一种对宪法的情感和态度,也是指一切按宪法规定行事的行为,它是主客观方面的统一。宪法信仰是建设法治社会所不可缺少的,它是实现依法治国精神保证。
The core and key of governing the country according to law is to govern the country according to the constitution. The public belief in the constitution is the prerequisite and basis for the realization of governing the country according to law. The extent of the constitutional belief determines the degree of implementation of the constitution and thus the whole process of governing the country according to law. Constitutional belief not only refers to a kind of emotion and attitude toward the Constitution, but also refers to all the acts that act in accordance with the provisions of the Constitution. It is the unity of subjective and objective aspects. Constitutional belief is indispensable to building a society ruled by law. It is a guarantee of the spirit of administering the country according to law.
