——集中力量切实抓好各项试点.1996年百户企业试点工作的目标是:初步建立起符合现代企业制度要求的领导体制和组织管理制度,转换经营机制,通过“三改一加强”,盈利企业的效益有所提高,亏损企业扭亏或转化,18个“优化资本结构”试点城市要增加新的试点内容,进一步推进56户企业集团试点和3户总公司进行国家控股公司的试点.从明年起,18个试点城市企业“优化资本结构”试点中实行的政策措施要在50个大中城市的范围内推开.
