在新医改方案即将出台征求民意之际,南京医改正加快实施“135”卫生改革发展战略的步伐,在分类推进各项改革,探索缓解群众看病就医这一民生第一难题的有效途径方面取得了阶段性的成效。据知情者分析,卫生部在今年不到半年的时间里,两度选择南京作为召开全国性卫生改革专题会议之地,卫生部部长陈竺、部党组书记高强莅临会议作重要指示,其间不乏传递出对南京卫生改革的关注与肯定。南京市卫生局局长陈天明认为,国家医改方案是在吸纳总结基层大量的探索与实践经验的基础上,凝聚各方智慧,形成的一个比较符合我国现阶段医疗卫生事业发展的方案。这个方案不可能太过具体,国家只制定原则,各省再根据各自经济发展的水平出台相关的医改政策或实施意见,假如硬要用一个模式去套用的话肯定会出问题。南京市卫生改革不少做法在全国推广,也从一个侧面印证了卫生改革的多样与复杂。
