登上大尖山放眼眺望,但见方圆103平方公里的海岛林木葱翠,在蓝天白云、万顷碧波的衬托下,仿如蓝地毯上的一颗绿宝石。这就是被誉为“南中国海上的绿洲”的南澳岛。南澳岛横亘在闽粤相交的南中国海上,与正东300公里外的台湾省遥遥相对;北回归线贯穿全岛,属南亚热带海洋性气候,具有造林绿化优越的气候条件。但由于岛上每年6级以上的强风超过160天,石多土薄,缺乏水源,给岛上的造林绿化带来一道道难题。1985年前,岛上的11.62万亩宜林用地,有2.4万亩荒山和0.5万亩荒滩尚未种上树木;此外还有1.1万亩疏、残林没有改造,大量庭院四旁地及公路沿线没有绿化。
