中国在入世后,接受的反补贴调查已近50起,最近的光伏产业反补贴又是一例。在应对这些调查时,中国企业应该多在可诉性补贴上下功夫,研究其中既符合SCM协议,又对中国有利的内容。当然,美国等国家提起反补贴调查的动机有很多,不排除保护本国产业的隐形贸易壁垒。但这些都可以通过合适的途径,尤其是DSB途径得以解决。
After China’s accession to the WTO, China has received nearly 50 anti-subsidy investigations. The recent anti-subsidy scheme for the photovoltaic industry is another example. In response to these surveys, Chinese enterprises should make more efforts on verifiable subsidies to study the contents which are both in line with the SCM agreement and beneficial to China. Of course, there are many motives for the United States and other countries to file anti-subsidy investigations, and the invisible trade barriers that protect their own industries are not ruled out. But these can be solved by suitable means, especially the DSB approach.
