一、科技统计概述 科技统计是现代统计的一个重要方面,科技统计活动是当今世界各国科技政策活动中的一个十分活跃的领域。 从广义和宏观上讲,科技统计是对一个国家科学技术活动的规模、布局、结构及其成果的推广应用和影响的定量测定。这种定量的测定是以掌握其科技活动的总体数量特征为目标,在不同的时间和空间展开进行的。由于科技统计功能的扩展,科技统计工作已深入到不同领域和层次,形成了以国家为核心的科技统计体制,建立了世界区域组织的科技统计规范和网络。
I. Overview of Science and Technology Statistics Science and technology statistics are an important aspect of modern statistics. Science and technology statistics activities are a very active area in science and technology policy activities of all countries in the world today. In a broad sense and macroscopically, science and technology statistics are quantitative measures of the application and impact of the scale, layout, structure and achievements of a country’s science and technology activities. This quantitative determination is based on the overall quantitative characteristics of its scientific and technological activities, carried out in different time and space. Due to the expansion of science and technology statistics functions, science and technology statistics work has gone deep into different fields and levels, forming a science and technology statistics system centered on the state and establishing scientific and technical statistics norms and networks for the world’s regional organizations.
