70年代中期,世界各国教育投资出现两大奇特现象:一是各国公共教育经费的投资比例(即占本国国民生产总值的比例)的世界平均值增长日趋饱和,二是各国公共教育经费占财政总支出的比例在经济强度(即(国民生产总值)2/本国人口总数)轴上呈“马鞍形”分布。这两种现象都反映了教育的国际化趋势和世界性“大教育”系统的初步形成,同时也给人们一种进行各国教育事业比较研究的可能性。中国教育事业目前尚处于十分落后的地位,教育政策应当做大幅度的调整。目前我国教育体制的改革,如果忘了这一点,将可能使中国年轻的教育事业再度遭到挫折。
In the mid-1970s, there were two peculiar phenomena of investment in education in all countries in the world. First, the world average growth of investment in public education funds (ie, the proportion of GNP) in various countries was increasingly saturated. Second, The share of total expenditure is a “saddle-shaped” distribution on the axis of economic strength (ie (gross national product) 2 / total population of the country). Both of these phenomena reflect the internationalization of education and the initial formation of a worldwide “grand education system”, and at the same time, give people a chance to conduct a comparative study of educational undertakings in various countries. At present education in China is still in a very backward position, education policy should be drastically adjusted.
