随着社会经济的发展,城市规模和数量迅速扩大,水资源短缺的局面日趋严峻,有近400座城市缺水或严重缺水。与此同时,城市化也带来了环境污染、洪涝灾害等一系列问题。城市雨洪利用是减少城市洪灾、缓解城市水资源短缺和改善城市环境的有效途径。将雨水利用与雨水径流污染控制、城市防洪、生态环境的改善相结合,坚持工程和非工程措施并重,因地制宜,择优选用,兼顾经济效益、环境效益和社会效益,标本兼治,有利于城市的可持续发展。为了使读者更加深入、系统、全面地了解雨洪利用的现状、技术、工程效果及研究进展情况,本期特邀北京工业大学建工学院、水利部防洪抗旱减灾工程技术研究中心、北京市城市规划设计研究院、上海市城市排水有限公司、上海市政工程设计研究总院、北京市水利科学研究所的专家们从政策、规划、设计、运营等不同层面和角度对雨洪利用展开探讨。
