最近,笔者到江苏某县调查研究中,发现一种令人百思不解的现象:这个县并不富裕,有一个村居然将投资数万元兴建的蔬菜大棚连同土地一道无偿给邻乡的农户种植,问及该村的一些农户时才得知,原来乡里下达村里蔬菜大棚推广任务,村里出资建起来了,可没有一户农民愿意去承包,村领导眼看大棚里一棵蔬菜也没有种植,上面要来检查,最后无奈“请”邻乡的农民来无偿种植。后经了解得知,发展蔬菜大棚是县里从外地学回来的经验。还是这个县,到外面学习了一阵子,一下子上了不少工业项目,人家的项目是既开花又结果,可到了这个县,新上的项目赢利的还不到10％,许多项目还未正式投产即
