高等职业教育的职业性、实用性和技术性决定了高等职业教育应该有一支结构合理、素质较高的“双师型”教师队伍。“双师型”教师的培养是职业教育教师教育理论研究的热点问题,也是职业教育实践亟待研究解决的现实问题。建设“双师型”教师队伍,是提高技能型人才培养质量的关键。2005年11月,国务院颁布的《关于大力发展职业教育的决定》,提出要实施职业院校教师素质提高计划,建立职业教育教师到企业实践制度,制定和完善职业教育兼职教师聘用政策,加强“双师型”教师队伍建设,明确了今后职教师资队伍建设的要求和任务。
