科研劳动需要消耗活劳动,但在实践中却无法得到承认,这成为我国目前科研人员对科技体制意见最大的一项不合理制度。为此,应尽快提高科研经费支出中劳务支出的比例,有效补偿科技人员的活劳动支出。经过多年的实践,我国包括自然科学基金、社会科学基金等在内的一系列政府投入的研究性基金都已经形成了行之有效的支出制度,对其管理也越来越规范。但是,我国的科研经费管理仍存在着巨大的改进空间。
Scientific labor needs to consume live labor, but it can not be recognized in practice. This has become an unreasonable system that our scientific personnel at present have the most opinions on the scientific and technological system. To this end, we should increase the proportion of labor expenditures in scientific research expenditures as soon as possible and effectively compensate for the living labor expenditures of scientific and technical personnel. After years of practice, a series of government-invested research funds in China, including natural science funds and social science funds, have formed an effective expenditure system and their management has become more and more standardized. However, there is still tremendous room for improvement in the management of scientific research funds in our country.
