1997年,国务院出台了《水利建设基金筹集和使用管理暂行办法》。60年来,我国主要开展了4次全国水利规划编制工作。20世纪50～60年代,全面开展了大江大河综合规划和一些主要河流、河段灌溉、供水、发电、航运等专业规划。20世纪80年代初,开展了第一次全国水资源调查评价及开发利用规划。20世纪80年代末90年代初,开展了七大江河流域综合规划。1998年以来,集中开展了七大流域防洪规划、全国水资源调查评价和水资源综合规划、七大江河流域综合规划修编。
In 1997, the State Council promulgated the Interim Measures for the Management and Collection of Water Conservancy Construction Funds. In the past 60 years, four major national water conservancy planning work has been carried out in our country. From the 1950s to the 1960s, it carried out comprehensive planning for major rivers and majorities, as well as some major programs such as irrigation, water supply, power generation and shipping of major rivers and rivers. In the early 1980s, the first national water resources survey and evaluation and development planning was carried out. In the late 1980s and early 1990s, comprehensive planning for seven major river basins was carried out. Since 1998, the seven major river basin flood control plans, the national water resources survey and evaluation and integrated water resources planning, and the revision of the comprehensive planning for the seven major river basins have been carried out.
