现阶段,发展方式应从以规模扩张为主导的粗放式增长向以质量效益为主导的可持续发展转变;发展要素从传统要素主导发展向创新要素主导发展转变;资源配置从以研发环节为主向产业链、创新链、资金链统筹配置转变;创新群体从以科技人员的“小众”为主向“小众”与大众创新创业互动转变。一、创新发展理念,激活六大功能建设区域创新中心,应从产业结构的竞争力、利益结构的竞争力、区域结构的竞争力、制度结构的竞争力和伦理结构的竞争力上做文章。
